Really?! Where? Maybe you have the same name as your mother and they just turn a blind eye?
In many a EU country they were asking a ID with credit card payments until very recently. And typically payments require signature, in Germany, even with debit cards, systems alternate calling for pin and signature when paying. Credit cards need to be signed on reverse and Visa/Mastercard do not allow use of their cards by someone else than the signing person in their terms... Which of course is gatekeeping a field without fences as so much shopping happens online.
 
No, he will need to be present to even present for the appt. They will ask for the passport associated with the appt prior to showing bags. He should add you as a user and get a card in your name in this case, or you should ask for an increase on your card or over pay your balance so that you have the money available. I.e. Your limit is 5k you should make a 15k payment to have the money available. Hope this makes sense.

this is true, also if you need VAT back i don’t know if that adds another layer of complexity. maybe if you were working with a SA who knew you it would be ok but i highly doubt you can use his passport and credit card to purchase. too much fraud going on that they don’t know if he’s really your DH etc...

I lived in Austria and Germany for the last 30 years. I remember the only place that ever requested an ID with a CC payment was Hermès... I went shopping with CC in France and UK too. So in theory I could have used any other person's card as long as I could fake the signature (and there needs to be an Asian name on it...).

If you have the cash available you should pay above your cards limit like I suggested earlier. If not and you need to genuinely charge it you can instantly get an increase. Just call and ask.

That's exactly how I experienced it too. Nowadays I just need the PIN for the CC and nobody asks or checks if I am really the owner. Indeed, not really secure...

yes...as for quota bags its in the discretion of management. No difference in cost as item will be same value as reflected in US.
For example if tou purcahse an Evelyne for $2500 in France and return in US then the price in US is $3500 then you will get value of $3500. Hope this helps.

The local newspaper ran some experiments several years ago to prove cashiers don't really look at the name on the card or compare the name signed. IIRC, they had a man using a card with an obviously female name and someone else happily signing off as Mickey Mouse. It caused quite a stir then.
When a lady at my home H had her card or her DH's card declined, they were very discreet. The SA brought her at least 2 cups of coffee while she made an overseas call to her bank to sort it out. I knew only because I was having coffee next to her.
