The sewing machine was hitting a little too hard. I don't know if this is an adjustment issue or what, but on certain parts of certain bags, where the stitching process is fully automated, the machine can be quite forceful, and it leads to circular marks around each hole as the needle holder bangs into the leather. It is VERY common on neverfull handles, but most people don't even notice. And as the Neverfull moves and bends with use, I guess it can even out, but this is a tag.
It wouldn't bother me, this is typical Vuitton craftsmachineship, but I feel that it will bother you, so I guess it asking for a replacement wouldn't hurt. If the next one won't be the same or worse though.
