I think you should open a formal claim with UPS if you haven't already (see below). I'm not sure if fashionphile provides labels with extra insurance included. Hopefully they do, if not It looks like UPS provides coverage up to $100 only for packages if no additional insurance was purchased.

I really hope this works out for you somehow. I had lost packages show up after 2 months, hopefully they'll find it sooner or later.

The problem here is that FP is the shipper, not the poster, as FP provided the label and the postage was paid out of FP account. In cases like this, FP "owns" the package in transit and has to file a claim with UPS in a case of a loss.

Exactly. UPS has opened a claim but they've punted it over to FP at this point and FP isn't willing to do anything.

OP shipped the package internationally not domestically so there is a fine line as to who
is going to be responsible for this loss.
FP site says:
"When selling your bags we offer free insured domestic shipping.
For direct purchase & consignment items, shipments from outside the continental US
must have a minimum of $1000 in quoted value to be eligible for free shipping".

UPS lost the package.. UPS should be responsible for the payout for what the bag was insured for
so this is going to be ping pong until OP reaches out to executives at FP & hopefully it will
get resolved.

Is FP going to make good on the "buyout" or are they going to just make good on the insurance?

That's so sh*tty of FP. Makes me very wary of sending (or buying) anything from them. I'd blast them on their social media pages - Insta and FB.
I intend to, but for the next few days I'm going to concentrate on family!
