It is perfectly fine. But they are two completely different bags in my opinion, that is to say, one would not replace the other if that is what you are asking? But if you don’t use the CF and you see yourself using the Birkin, then by all means use one to finance the other.
No point in keeping bags you're not using, but as Doni said, they are 2 very different bags.
You say "if my B30 comes" so that means you don't have one offered yet. You also said you wanted to keep the classic flap because it's a classic. If you sell your classic flap to an consignment store, most stores will take a 30 - 50% consignment fee. If the birkin is offered, can you still close that gap? If you regret selling the flap, it will cost you more to buy it again.
The classic flap is not quite roomy, birkin 30 is. Do you have experience with a leather tote? They can get heavy. Does that match your lifestyle? Did you ever tried out a bag of the same size and weight? Tried out as in actually used it for at least a month or so. A bag can feel very different if you are trying it in a store or actually fill it with your stuff and use it.
These bags are so different and to me it's not quite clear why you want this. It looks like you want to get rid of one to fund for another, and that is okay, but why do you want a birkin? Why do you want a handheld tote? Why do you want a 30? These bags are so different that I would say keep the flap and get the birkin money elsewhere. Also because it feels like you want to sell the flap for funds, not because you are done with the bag in general.

I wouldn’t. It seems like you still use it even if it is only once a month. I personally would need both in my collection as they serve very different purposes.
I wouldn’t sell a classic Chanel bag to fund an Hermès. Chanel and Hermès bags are very different aesthetically and serve different purposes. If I were to sell a Chanel to fund an Hermès, I would probably sell my 19 or boy bag. Or a seasonal bag.
To me, both are very different bags. Both are classic & their prices keep increasing. I will keep both as they suit different occasions. Wont sell the cf unless i am 'sick' of it.

Personally I have sold seasonal Chanels to fund a Birkin. I love all the Chanels I have purchased, but I did find myself not reaching to use the light colors and high maintenance bags. We're talking about not using a bag once in 5-8 years. Although I love them, I have no regrets letting them go because I never used it. I don't even miss it. As everyone has said, they are very different bags and would be used for different purposes. I would use classic flap for evenings and dressier occasions and the birkin 30 as more of an everyday tote. Good luck in deciding.

I think it's ok to sell. The Chanel's use is way more limited than the B30. Although Chanel prices have gone up exponentially in the past several years, I don't want lots of bags any more, especially with covid restrictions on travel and going out. If money is no object, you might keep it, but plenty of people sell some current bag/s to finance new ones that fit their lifestyle more.
I'm in the same boat as you. I just bought a small flap (black, caviar, GHW) 2 days ago and now I'm thinking of returning it. All my Chanels are tote bags: a GST, a Chanel reissue tote and 2 Deauvilles. I had 2 WOCs before and I sold both of them, too small and one was lambskin (didn't look good after a month of constant use). I just started my H journey and I'm trying to not to cringe because the price is almost a Constance 18. I wouldn't mind Chanel except they don't stand behind their products so I'm worried about having problems with this bag long term plus the plate on the hardware is not really gold anymore. I saw some bags only a year old on FP and TRR with tarnished hardware. ummm,okay. I think I am returning it now for sure, I listed the cons and its pretty substantial.
