Oh, they make it very difficult for the importer/buyer. UPS is the worst (need to wait on hold for at least 4-5 hours to be transferred to the correct department and then wait on hold for a few hours more to give the info, it can only be done if a person has the day off work and has a spare phone to keep waiting all day, as they will not do it via email or call you back). FedEx is mixed. Usually they will let you provide the info via email, and then later you call them for the customs payment step, but they are asking for info that some people do not want to give out (social security number, which is sometimes used for identity theft). I am so sorry you were going through this, but as a buyer it is not that surprising it is happening. My guess is that either the buyer cannot get through to Fedex, does not know the correct number to use to get to the right department, or that they found out they need to give their Social Security number and are reluctant to give out that information. Members have even posted on Tpf about being asked for their Social Security number at customs and wondering if it is a scam. If you want to email the buyer and ask them if you can help provide them with any information to get the item through customs you could try that, and then you can do the legwork yourself (find out the correct direct phone number, all of the info they need to be prepared with), but it is quite a hassle (you can find it on the FedEx site, but it is poorly organized and confusing). This is why many people do not ship internationally.
