This seller is serious working my nerves if I don't get a reply back today, I want my purchase cancel. She didn't acknowledge my payment nor is she replying back to my email regarding shipping.
I wouldn't cancel if it's an item you really want. You don't want to cut off your nose to spite your face.

Get the item and you can comment on the item and the seller's communication in the feedback.

That happened to me once...it was almost 3 days before seller emailed me back after I had paid with Paypal for a $800 purchase. I was terribly nervous, kept checking my email every hour or two! Turned out the seller was on vacation and didnt have access to email. Maybe your seller is out of town?

So I placed an item on eBay this afternoon, and I got an email from a buyer asking if i'd negotiate, I was content with what they we're offering, and changed the price for the buyer to purchase the item at our negotiated price. Someone else ended up bidding before the buyer I was negotiating with....I was fine with that, but I will be leaving for vacation, and need to get the bag out tomorrow morning, and the new buyer has yet to pay (it's been 5 hours, I know not along time..but i'm impatient) and is not responding to communications. Now the previous buyer is still interested in the bag, and is offering to pay now. Am I able to cancel the transaction with the current buyer?

I forgot to mention it was an BIN option.

In the future, you should require immediate payment for your BIN lisitngs. That way, someone can click BIN but the listing remains active until they pay for it. In fact, their "purchase" doesn't go through at all until they pay.

At this point, that person who BIN'ed won the item fair and square and they have 4 days (by ebay policy) before you can file an UID. If you choose to sell to the other buyer and this one pays for the item, unless you have another of the same thing, you risk negative feedback as well as a NPS (non-performing seller) ding.

I suggest you wait for payment and if you don't receive it in four days, file for non-payment. At that point, she'll either respond, pay or if you don't hear anything, four days after that, you can close the dispute.

Grrr... USPS is trying to drive me insane. I've been tracking an item I purchased that was supposed to be delivered today. It was out for delivery at 8:30 am and says it was delivered at 1:30 pm but it wasn't. I sat in the living room all day with a clear view of the driveway and no truck came by. I'm going to wait and see if it shows up tomorrow and if it doesn't I guess I'll call the local office and raise some hell.

They didn't have any problem delivering a package to my door from Amazon two days ago. I swear USPS hates delivering packages to me. UPS doesn't have any issues but USPS is a real crap shoot.

Agreed.

Also just want to point out: You can only set the option to require immediate payment if you have a Premier or Business PP account. If you are a small time/occasional seller using a personal account, you cannot select this option.

Is this something new? I am an occasional seller using a personal account, and I am able to select immediate payment with BIN. I just doubled checked to make sure I still could, and the feature is still available to me, but I checked it using a saved template.

I don't know if it's new new, you know? I never tried turning that setting on until I put my LV up there (I had done only auctions before). When I tried to hit the setting, it told me I needed to upgrade. That was in late October. Since I use PP a lot for personal stuff, I didn't want to upgrade.
