I once used nailpolish to repair the edges of a similar bag, but the edges were high-gloss. Perhaps a matte varnish would work? I tried a bunch of samples on a sheet of cardstock until I found a good combo. Art stores sell acrylic medium, which is colourless but available in heaps of finishes. If you find a colour you like, perhaps you can add sheen after? I think that is easier than trying to find the right colour and finish at the same time.There isn't much you can do for that. I would try to find some craft acrylic paint and paint over it. I don't know if the paint would stick to the PVC though. You might have to experiment to find a paint that would work.
ETA: Essie makes a matte clear nail polish. I only suggest nailpolish because it stuck, for me, on plastic that I had first painted with acrylic ( cheapo from the craft store). I bet you can get cheap matte nail polish as well. I used high gloss so I can't suggest a brand. Good luck!
