I recently tried to purchase a 2nd hand croc kelly and had gone to great length to find out about this CITES situation. So here is what I found:
1. If the CITES was issued at the first time bought from Hermes, they would have had a photo copy on file which might be able to be retrieved. But they only have the files since year 2000. Anything before year 2000 is not deemed to be recoverable.
2. If the CITES was never issued at the first time the item is bought from Hermes, they would not be able to issue one at a later date. This could happen when a EU customer bought from a EU store and didn't request one to be issued. Some people just don't care about it. As long as they don't need to export it outside the EU, they really don't need one.
In both circumstances, Hermes will no longer issue any replacements after the bag was sold from their stores. They used to but some people took advantage of it and used it for other bags or some doggy business, Hermes got into trouble with this. So they decided they would not issue replacement after the initial sale of an item.
Hope this helps those who are considering buying exotics. Also, ostrich is NOT categorised as endangered spices therefore do not need a CITES.
