As for your other questions:

If you're staying at the Waldorf Astoria then you are very close (10-15 minutes or less) to all the designer boutiques like Prada, Chanel, Burberry, Gucci, etc.
The actual boutiques close on the early side--it varies from 6-7pm depending on the day of week. Department stores like Nordstrom Rack, Bloomingdales, Saks, and Macy's close a bit later--varies from 8:00-9:30pm. I'm sure the concierge at the W.A. will be able to help you with all the open and close times of the shops.

Century 21 opens quite early on the weekday (7:45am) so I'd head down there first as it gets very crowded later in the day with tourists and locals alike. This store offers small shopping carts so watch your toes in some of the very narrow aisles especially in the handbag department.
Century 21 does have some great deals and designer finds for clothing, accessories, and handbags. I've only been there a handful of times usually just for the handbags but have never spotted any bags from the big brands like Chanel, Balenciaga, and Prada.
But maybe other TPFers have?

Handbags from LeSportSac, Marc Jacobs, Kate Spade, and Foley and Corinna are some of the bags I remember seeing the last time I was there.

Since I am in NY I will go to Woodbury Common outlet with an open mind but hopefully I will score something. It wouln't be fun coming home empty handed.
 
I was in NYC about a month ago and decided to check out the WCO. Took about 1.5 hrs to get there driving. I didn't really find any great deals, I've found better at Neimans and others stores.

But you never know, you might just find something.
 
I love Woodbury Commons! I live 15 minutes away. A few weeks ago I ran into the Prada store, saw the bag I wanted on the shelf (the last one), and bought it. $1,000 spent in 10 minutes flat with a crowd of angry Chinese women who wanted the bag too!
I'm not working today, think I'll head there later!
 
I went in July- it's a 7 hour drive for me. I wanted to see what it was like. I walked out with a dior bag, a gucci bag, some Ferragamo jewelry, some dkny clothing, some Guess shoes, a bag and a wallet, a Coach hat and Wallet, A pizza stone from Williams sonoma, and some disney Tshirts. I had fun, lots of it! I say if you have the time, check it out. Win or lose atleast you'll never wonder what could have been.
 
I think its worth it, I love going to Woodbury. Its so nice up there, but be sure to look at the layout of the stores before you go, its huge. And you don't pay tax on clothes and shoes under $110!

I was at Woodbury and paid tax on a shirt I bought at Anne Fontaine. It was $79.50, and was the only item I bought. Is the no tax on clothes and shoes below $110 only good for certain stores?

you actually do have to pay taxes at woodbury. the clothes and shoes under $110 exemption is only for nyc, but does apply to all stores in nyc.
 
it really isn't worth it, or at least for me.

The gucci store is horrible, the inventory is underwhelming.

I mean its like 40 miles away from NYC. a long drive.

Not to mention you have to pay like 10 dollars in tolls.

Everytime I go there, I only get a few things. But its definitely not worth it.
 
It sounds like this may be your first time in NYC? With only two days and limited free time, I can't imagine traveling out of the city to shop, just to say a little money.

No, it is not my first time in NYC. It will be my 2nd time in NYC and WCO. Last time I went was in 2000 and it has been a long time and things might have changed.
