It is not an official quota bag anywhere in the US. Individual stores can choose to take a client out of consideration for a B/K if they’ve gotten a C (or for any other reason lol) but that doesn’t make it a “quota bag”. Higher spending usually gets around these pseudo rules. If your friend got a C and is now waiting for a B and it isn’t happening, it’s not because the C was a quota bag, it’s because the C was nice offer and her spend is not yet competitive enough to support both a C and a B in the given time frame.
Thanks. I think this is the first time she is getting a bit discouraged. I honestly lost hope here a while back so resorted to a reseller. She started her journey with this specific SA in summer 2021 but at this store Fall 2020. She was more than 4:1 then got offered the Constance 18 in Craie early February which she took and since then has spent another 1.5 (excluding the Constance). The SA seems to like her, and they actually talked about the Birkin specifics a week after she got that Constance. She has been to the store 3x since February and has bought a Jige, picotin, Beirn wallet, belts, shoes, and serving bowls.

I shop at a similarly competitive boutique with long shopping history.
For past 12 months, I got a constance (after 4X) and a limited edition QB (after another 1.5X). The pre-spend excludes all leather products, including bags, wallets, belts, shoes, etc.
Initially, I was offered Constances after 1.5-2X, but I declined as they were not my preferred spec. I waited for the right spec for the constance, and at that time I was at 4X pre-spend.

Yeah, a few of our SCP Chanel SAs who have other clients or friends that shop at Hermes SCP are a bit puzzled and think she should have gotten a Birkin by now and even have recommended other SAs there who they know have given out quota bags sooner than later. I have told her to ask her SA how close she is or bring it up so to let her know she is wanting one, but she doesn’t want to seem pushy by asking about it.
According to couple SAs I talked to, Constance is not a QB. I think Constance exotic skin might be QB. But I can't guarantee if the SAs told us the truth or not

It's not QB in SCP either. But the SA said if might take longer to get a QB if you get a Constance.
