Am I mistaken or is this the first time she hasn't worn a tiara and floor length dress ?

Yes, Its the first time in her reign that she hasn't worn the robes. I think the reason give was her age vs the weight of the robes and crown are too much. She's had neck and back problems due to the weight of the crown. She stopped wearing it a few years back. Good for her, she's 91 years old and that extra weight must be very difficult.

This is actually not the first time QEII has had a dressed down version of the state opening of parliament. The last would be when the UK government another snap election and there was two state openings. This was back in the 1970's I believe. QEII will be back in her robes next year with full pomp and circumstance next year.
