Does this mean 1 quota bag per calender year disregarding when your last bag offer was? For eg. If you had an offer in august 2021, are you eligible to get an offer anytime in 2022, or does the 1 year resets only in August 2022?

Due to covid and production limitations, supply chain issues, it is likely that majority of loyal customers may only get 1 bag this year if that, due to high demand and very low supply, I don’t think it’s a hard and fast rule, just the current circumstances. If things get better in next 6-8 months, some big spenders/loyal customers may get 2 bags this year. If you got an offer in 8/2021 and haven’t accepted a bag you will still get offers in 2022. Whenever you accept and pay for your bag in 2022 for instance it will then count as a quota bag in the year you purchased it.
SA said last month that it "might" be implenented. Didn't ask for any recent updates though about it.
Also was told that if implemented, it will be 1 QB per year. So my understanding is if you get 1 in November 2022, you can get another one in January 2023. But you can't get another one until January 2024. It does not have to be 12 months apart..but it has to be just 1 per year. But again, nothing is set in stone, and things can always change.
from my understanding receiving an SO was always a way to get an additional bag during the year as it did not count toward your quota
Yes, it’s not terribly uncommon to pickup a quota bag and place a SO order during the same store visit. I’ve done it myself. (if you mean purchase both a SO bag and a different quota bag in the same transaction, that is probably more rare as the timing would have to be quite coincidental. If you are coming in to collect your SO, it is VERY unlikely that they will offer you another quota bag in addition. However, I have read stories of ladies getting a quota bag offer and then with a day or so of them purchasing it, their SO just happens to arrive.)
