Kelly Cut, in the USA: not a quota bag if normal non-exotic leather and then in exotic leather, I believe it’s a store by store basis, leaning toward usually a quota bag. Always best to ask your SA to be sure of the rules for you in particular.

That’s the general rule of thumb but I know first hand that the SM has some latitude applying that “rule”.

I believe they do most of my purchases were non quota bags and I've been offered 2 quota bags every year.

Yes, within same country, same quota allocation.What happens if you're on holiday and purchase a B/K whilst on vacation? Does that essentially use up one bag from your annual quota at your home store in the same country? Always wondered.
It technically counts, but doesn’t count as much as other categories such as rtw, shoes, etc.
