Who is going to pay for that? And who authorized it? It sounds like you didn't know anything about it.
The problem is that people know this store has a lot of inventory most of the time, so unless you are the one spending your money there, the treatment becomes of poorer quality to the consigner since they are the one in the weakest position. You want to sell your bag - and you know they get a lot of Hermes-seeking customers...so people continue to go back, no matter how they are treated. You have to know how comfortable you are with that if you want to consign there. Eventually your bag will probably sell if you hang in there.

No, not at all... I have no idea that it costs $500 to change the hardware. If I wasn't told that it will be done, and I didn't consent it, I don't think I bare the responsibility of the cost. If I was told beforehand, and gave my consent, that would be a different story.
Yes, the store has a lot of inventory... And I agree I am in the weakest position, and the fact that people do go back is a big indication that people accept the way the business is conducted (whether it was by choice or otherwise).
I am reluctant to say what kind of bag it is, because I don't want to be perceived as trying to sell it here. But let me know if it is ok for me to disclose at this point though...
