Hi dear, sorry for the late response. Mine is a 25 and I find it perfect for me. I’m just 5”3. I used to have a 32 and it is just a little big for me. I think 28 would be fine with me too in terms of my build and height it’s just that, I’m not a person who brings a lot of stuff. I’m a small bag person and just take a phone, cardholder, tissue and keys with me, that’s all. I hope that helps.
