Only in canvas lines.Leather ones are mostly above 1000, even damier canvas ones are usually above. Actually making this made me realise LV is getting pretty high in the entry level section as well.. I think some of the vernis ones give you the best "bang for your bucks"..

Oh yeah, you're right, I forgot about the leather ones Still, there are plenty under $1000. Although for paolochua there are certainly fewer choices (since he's a guy), in the men's section it's mainly just bum bags under $1000. Although most of the Damier Geant line is under $1000.
