Black hair= skanky?

I'm not a fan of the black hair because I think it looks a bit harsh on her but it doesn't make her look 'skanky'.
Her b-day outfit is cute minus the shoes. I'd a prefer a pump, those booties are ugly.
ETA: I have to say that it bothers me to see people calling a 16 yr old a skank or referring to her as skanky. Call me sensitive but it makes me feel some type of way

I can't help but think the only reason people think Kylie looks skanky is becaue she's curvy and more developed. Kendall can dress pretty revealing as well but she's really slim so it doesn't look as 'skanky' i guess?

Well I never said she is skanky... I'm just bothered the way she's made up. Kendall looks more natural to me. Kylie really doesn't need all that crap on her. It makes her look cheap, IMO.
I don't think Kylie looks skanky, IMO skanky is Taylor Momsen. I would totally rock what Kylie's wearing except I'm 28... I think it's a tad age inappropriate for a 16 year old. I don't like the black hair on her either.
I think I may be the one referred to as the "people" who call her skanky, lol. I agree, she dresses in revealing outfits which make her look cheap, too much makeup and too overdone. It reads as trying too hard to look sexy, to me at least. And trying to look as sexy as possible is not what a 16 year old should be concerned about.

It is definitely the body type. I actually think Kendall dresses in more revealing clothes, but she's skin and bones. Kylie has curves and boobs and can wear the exact same outfit yet look "sexier". I don't see her dressing in different style than other teens, her wardrobe is just more expensive (lucky girl)
