thank you! I tried reaching out to Ramesh (perhaps it was not proper of me) and used [email protected] few days ago and email came back as undeliverable. I'll try it again using F Dahan, maybe i'll be more lucky...I found three emails for Franck Dahan on the internet.....not the full addresses but it looks like [email protected] for JD so maybe fdahan@ or try his full name etc. Those were found on rocketreach.co which I've never heard of but I'm not familiar with sites like that or LinkedIn but may be ok.
He's probably also on FB, Instagram etc. Try them all.
I'm surprised that the State dept you are dealing with are not taking serious action to contact JD and ask for the money they are owed! Regardless of DHL which only deal with import/export fees, a crime has potentially been committed by JD as they are not remitting the sales tax to the State in the USA at all, let alone in a timely manner, plus if they are not correctly registered in the USA, that's breaking the law and a bit like tax avoidance. Perhaps the police or appropriate dept in the State should now become involved.

State of CA has reached out to JD via emails multiple times but was ignored. On all my email communications with JD, State of CA are being copied as well. It is a full transparency. State is not claiming that JD didn't remit sales taxes per say, State is unable to locate JD as a paying agent in their database, hence it is on open issue ...
State has requested JD to provide seller permit # so they can validate that sales taxes are remitted. JD is unable to provide that info, because JD is not the agent who remit taxes. JD keeps saying that DHL takes care of all their taxes/duties...yet DHL can not pay sales taxes by law... it is like a loop
that is why i think that sales taxes collected from me and others are somewhere in the 'black hole'

Thank you. I got a copy of DHL invoice. JD emailed it to me last week and State were copied. I spoke with the State rep right after and she said that info provided is not sufficient to find who remitted state sales taxes on behalf of JD. Dhl bill lists various numbers and state tried it all but the actual seller permit # is not listed on dhl bill. I know that State rep involved her supervisor to insure that there is nothing is missed.Do you have a copy of the DHL invoice?
Here, the carriers DHL/Fedex/UPS calculate and remit all taxes and duties. So it isn't unusual that they would say it was done that way. Try getting the shipping invoice and customs clearance document from DHL.
