In the USA, there are no set rules or a number to count to for a bag offer to automatically appear. At the end of the day, all bag offers come down to you against the rest of the clientele base that wants the same item (NOT you against some company checklist). The SA and SM will take into account what you’ve spent, on which items, at which stores, for how long you’ve been shopping, how long you’ve been waiting, what other “offers” you’ve gotten/accepted, have you made any returns, how much they like you, how likely they are to get another client down to the store to buy the item within X days, how hard your SA pushes for you, and probably ten other factors that we don’t even know about. If you want an item that somehow literally no one else at the store wants, but you’ve only spent $500, guess what, “the prespend” for that item just became $500! If suddenly 100 other VIP clients want that item and the most favored among them has spent $100k, the “prespend” for that item is now $100k. Prespend can get you noticed but it doesn’t automate bag offers, it is just a gauge for how competitive the market is.
