The girl they paid for to line up seems like a pro at what she is doing. She wore a cap and covered her face with a bandana as well as sunglasses so you barely can recognise her face, probably to avoid any CCTV cameras of the store. Once the ladies who she was lining up for arrived, they handed her a white envelope and she let the ladies take her place. This was right before the security guy came out to count the people in line so they knew what they were doing.

I think it would be ok if they pay people to line up for them one for one. If they only hire one person to line up for a group, it's totally unacceptable.
