I know you said that's what Paypal told you. But you need to check your account to see if it shows as ineligible as they're telling you. (They've been known to lie!) And if it says "eligible," they ARE lying.

How dodgy!!! I can’t believe they lie to my face!
Call them and tell them that their own policy protects you against unauthorized chargebacks and you want the funds released.
But then I just found out the recipients name on the transaction is different to the shipping address PayPal sent me when I received the fund. Shipping address is the same though.
I have lodged a complaint to financial ombudsman hopefully PayPal don’t block my account [emoji17]
It doesn’t matter. If you shipped to the name and address shown in Paypal and the item was signed for, you have protection.

No the kid didn't. She did the bidding. I had the same story last year. My teenager bid and she messaged saying her daughter is definitely being disciplined for it! [emoji849]
