Very late contribution, but I think I can explain (not excuse) this. The Oregon address is for a reshipping service that sends purchases to Singapore. Import tax is automatically included once the buyer declares the value of the purchase. This buyer was probably hoping that if you sent the bag direct to Singapore, she could avoid the 7 per cent tax.

I notice couple people in this forum blocked this ID as non paying bidder. I also blocked her as well. As I know she would ask for big discount after receiving items. Then resell them on eBay for a higher price. I recalled someone in this forum was talking about she used to buy fakes at Ioffer. She got an account there with same name as her old EBay ID so they found out.

I spotted this bidder bidding on my SL bag and their feedback was really high. I thought, "Great, now my bag will sell, finally." Then I looked at the feedback and I was horrified at the many retaliatory feedback from sellers screaming "NON PAYING BIDDER/NO COMMUNICATION!!" So I'm going to cancel his/her bid now and add their username here. I don't want to risk getting a headache with this idiot buyer.

That day came and her husband's paycheck wasn't enough so she asked for another week. I agreed. Yesterday was the day she was supposed to pay. Yesterday morning she said she would pay as soon as she got the paycheck that day. Still haven't gotten any payment, got tired of this game, and closed the NPB claim.
