In her email to me she stated she doesn't ship to my country. Then she says the sale was cancelled because " I'm out of stock or can't fulfil the order for another reason."

she already relisted. If I call ebay will they do anything about this seller? I am pretty steamed right about now.

I'm betting that she was too cheap to pay for a reserve and the dress didn't sell for enough money.

I'm guessing that you're unable to leave feedback because it was canceled before you had a chance to pay. Had you paid and got a refund, you could have left feedback.

I'd still call ebay, suggest that this seems to be a case of a no-reserve listing not going high enough and the seller cancelling. As further evidence, point out that the relisted item is a fixed price listing.

The least they should do is put a note on her account that she's not completing no-reserve transactions.

I bet you wished you'd paid immediately so you could have left feedback!

I would call ebay and ask why you haven't been able to leave feedback. I'm wondering if it has something to do with her reason for cancellation. I think that she can only use this reason a limited number of times without it affecting her seller status, and I believe that is the reason you can't leave feedback.

I've cancelled and refunded payments for buyers who changed their mind and they have been able to leave feedback.

I think you might have misread it. OP says she got the message of cancellation 20 minutes after she paid.

I also saw that the OP was able to neg the seller which in this case, was an earned neg!

Thanks for the fast responses everyone. I did an ebay instant chat and was directed to links to leave feedback and report the seller. Let's hope some repercussions are felt by the seller.
I left my neg and will sleep better tonight. Unfortunately, I cannot take the dress off my siggy wish list. The search continues.
 
Hmm. I wonder what changed to allow her to leave feedback. I agree, it was deserved.

When I click on the listing from my purchase history, I cannot leave feedback. I was instructed to do to my account- feedback- and then there is listings waiting for feedback. From there I had access to the listing and was able to leave FB.

I am considering starting to sell on e Bay for the first time but am VERY weary about the (seemingly) many negative experiences people have with buyers.
Any words of advice are welcome!

Yes. I think the seller deserves an explanation. If you don't and you haven't paid, the seller will wonder why and eventually file a NPB. I've had many buyers who already paid ask me to cancel. It is their right according to ebay rules, as long as I haven't shipped.
 
It's usually never regretful to be polite and treat others the way we would like to be treated. If more ppl practiced this ethic there would be fewer incidents of offensive behavior (not to mention fraud!) on eBay. It seems not having to ever face someone IRL makes it easier to be rude. By no means would your lack of messaging be considered rude/offensive though but a normal sensible seller would appreciate a reason for cancelling. Keep in mind you ended the listing that may hv had several watchers on it and an apology can't hurt

Exactly! I as a buyer have never tried to cancel any transaction because I am being very careful and only proceed when I am sure about it.

Recently I have 2 buyers just canceled the BIN transactions for no reason. And I have to admit that I'm a little pissed when neither of them took the time to drop me a line. I don't expect an apology but just a few words saying something like: I'm sorry. I have changed my mind.

I understand it's the right of the buyer to cancel the transaction. However, I still appreciate a minimal amount of social decency even though this is on eBay. Maybe I'm the odd one who thinks I should say something to the seller as I have caused some kind of inconvenience.

At first, I thought you were the buyer who wanted to back out but on further reading, I see that it happened to you as a seller.

And honestly, I don't blame you for being a bit peeved. Actually, it's not the "right of the buyer to cancel the transaction" because when someone clicks the BIN button, it's a commitment bound by ebay's rules. And i in fact, there are several steps during the course of buying it now that there are explanations that the buyer of obligated.
