Yes that is a valid date code, it means the bag was crafted in France in the 11th week of 2011, remember the presence of a date code does not mean it is authentic, most fakes have one, post it in the AT thread if you're unsure about the authenticity of the bag.

It is not a new factory, there are many date codes in each factory due to different lines. It is a code for small leather goods (possibly larger canvas pieces as well but not accessories nor shoes) from Italy introduced late 2018.

IDK, I don't think I've ever seen a "TX" but that doesn't mean that it doesn't exist. Maybe someone else will chime in soon to answer the question for you.
