I think it’s the 65th (70th?) anniversary reincarnation of City Willis. The number, I believe, is 22062. I don’t see the short handle, though.

Susan Lewis carries a nice mahogany Janice Legacy in the Season 1 13th episode of ER! (I wondered how she could afford what was then a pricey bag on a resident's salary, but she also has a pretty spacious apartment in Chicago, so who knows. Her car's an old beat-up VW bug so maybe she tosses her salary into Coach and rent.)
Sorry that it's hard to get a good shot of it -- she's actually standing right behind Mark Greene (in the red coat) -- but as she's badmouthing Kaysen, not realizing he's right behind her, Greene whips her around and the bag whips along with her so you see the nice long strap and brass grommets.
