It states online that the item MUST already be on your credit report to dispute it though..........meaning if I send them a letter now, they will not acknowledge it I believe.
Ugh! So you need to keep monitoring it.

I don't know whether it's state or federal law but I believe you are entitled to one free credit report per year from each of the 3 credit reporting agencies.

If you spread them out over the year, i.e., do Experian first, do Transunion 4 months later and Equifax 4 months after that, you'll get all the reports over the 12-month period. That way, you should see if any negative reports pop up.

Chances are, if they show on one report, they're on all 3 and at that time, you can submit your letter.

Submitting that letter to your credit reports isn't going to do anything. It won't stop collections, it won't stop calls, it won't help...PERIOD!!! It's a waste of time, frankly. I know it seems like it would, but it won't. That letter WILL, however, be helpful IF this goes to collections and the collection agency decides to sue OP for the debt due. They have a certain number of years (the statue of limitations varies by state) to sue for collection. If OP were to get sued the letter from Chase along with all of her other evidence would be VERY beneficial (and I believe, would end up with a decision on her behalf). But putting a letter on her credit bureaus will do NOTHING.

At this point she (and anyone who ever ends up in a similar position) should do a few things---

1. Start monitoring their credit reports (you can get daily monitoring of all 3 for about $10/mo through USAA or other similar services)
2. I would send a C&D to paypal (to get them to stop calling)
3. once it's sent to a CA you immediately send a DV letter with a C&D once you get the dunning letter (or initial contact)
4. you stay off the phone (unless recording the conversation)
5. EVERYTHING needs to be in writing!!

That's just a basic outline---there's a little more to it, but that's what I would start with. Once this goes to the CA's, if it ever does, I would maybe do more...but for now, that's what I'd do. But I would also be trying to nail paypal/CAs with violations etc...other people would maybe try to just "weather the storm" until it was out of SOL.
 
according to their "own terms agreement", I do not think Paypal would turn this to collection agency.

they are just trying to harass until you can't put up and pay. What an idiot paypal is!

Paypal turned my $90 dispute to collections. That was after 2-3 months of telephone calls three times a day. I sent a letter to the collections agency with a cc to Paypal that I would pay only if a court ordered me to do so. I also advised them not to contact me, as I would deem it harrassment. I haven't heard a peep from Paypal or the collection agency, although I think my credit has been dinged ( not sure, but was declined for a credit card). It is like a double-edged sword...I feel like I should have paid the $90 just to keep my credit clean, but based on principle, I refused. Now my credit is screwed for years over $90 frickin' dollars!
 
I have just read through most this thread. Halfway through I stopped to close my PayPal account. Kristie, I felt sick as I read this. I am so sorry you are having to go through this and I am unbelievably angry at PayPal's attitude, which stinks. I hope this will eventually be resolved for you.

You really don't want NCO Financial Systems on your back...they never give up. You seriously should consider changing your phone number once they start in. They are unrelenting and merciless.

Just dispute it online with the credit bureau. We had a few small things reported over the years, just put 'Not mine' in the dispute...and it will most likely be removed. Yes, it is that easy. I have done it. Does not hurt to try.
 
this may sound like the stupidest suggestion ever, but, have you thought of
1. calling your local news station and talk to the director of consumer reports who can do a "human interest" story? at the very least it will get your story out there and pp doesn't want negative publicity
2. i know this one is far out, but, how about judge judy or something like that? the bottom line is any way that you can try to get your story out there, you gotta do it...
i was sick reading about what happened to you...
last year i sold a bnwt bag...the woman who purchased it kept it for over three weeks and i never heard from her...after 3.5 weeks she files a claim with ebay/pp stating that the bag had "hair and garbage in it"...pp/ebay found in her favor...
i just never let up and finally, one friday nite i got a sympathetic supervisor who checked out the whole story (the buyer never sent the bag back to me) and she found in my favor and my negative pp balance was reversed...i didn't sell for months because of it...
good luck with this...

Yes, I recently sent a letter to EVERY single person from the CEO to the garbage man that works at Paypal. I received generic responses from a few and a detailed one form one person. I emailed her BACK again and am awaiting to hear more.
