I really don't think Coach would have done it as it doesn't make sense. The tongue is the closure, a turnlock is superfluous.

Maybe the turnlock was installed for extra security? I agree it looks terrible, but it also looks like extra work for a pickpocket.
OK you know, at this point I am regretting not bidding up on this pony. I bid on this, which is in rough shape but I immediately regretted it due to condition. I was glad it sold to somebody else.

Reminds me of American modern art in the 1990s. You used to find Andy Warhol at garage sales. Then somebody proclaimed "hey these 60s pop artists were real legitimate artists" and in one day prices shot up to Picasso levels.
