Two problems-Ebay/ paypal and postal service. Expert advice needed!

Just like to add a quick comment...I think the advice to raise a dispute with Paypal isnt relevent in this case, as the seller has already offered a refund.
Also, as I have learnt from my own experience as a buyer, you are not covered by Paypal if you buy items OFF Ebay and then file a 'Not as described' claim. The only claim you can make is 'Goods not recieved', which doesnt apply in this case.
Strange but true.

Something fishy about this transaction:

Why not?? Seems like seller knew of bag condition and didn't want to take responsibility by linking the invoice with the ebay auction so issued you a separate Paypal invoice.

And yes I agree this should be discussed in private. None of our business here since we can't ascertain the condition of the bag when it left seller's hands.

tPF's eBay forum is NOT the right place to discuss transactions w/ other PFers even on eBay.
This is obviously a conflict of interest and should be kept private.
