Of course you can give up your American citizenship. One of my colleagues recently did. He has lived in Germany for nearly twenty years, is married here and has his family, with no plans on ever returning stateside.
In the case of Tina Turner, according to Swiss authorities, gaining Swiss citizenship is a three-tiered process. Tina has already gone through the first one. She has the option of retaining her American citizenship, Switzerland being one of the countries which will allow you to retain your previous passports. But Tina said that for the sake of clarity, she wishes to give up her American citizenship.
