does anyone know whether accepting a mini lindy offer reduces the pre-spend for quote bags? I have pre-spent over $8k and it would be my first bag. Should I reject it and spend more for quota bag?

If you don’t want a mini lindy you shouldn’t buy one.
Given the current state of affairs in the Hermes world (at least in the US) if your priority is a Birkin or Kelly in the highly coveted 25cm size your choices are to wait until one is offered at the boutique, keeping your eye on what you consider to be the prize, purchasing a B/K and not being distracted by other bags because they are not your priority, or purchase exactly what you want from a reseller.
