I have this exact scarf, and I don't think it is painted. It appears to be screened on top of the other colors though, and it may have been screen printed on top of an opaque white or a different ink to give an extra dimension to the silk design. I doubt that all scarves that were issued for this would have lbeen hand painted. I hope this helps. this design is by one of H's youngest artist:

The painted feeling stuff is called blanc matte if I am not mistaken. I didn't realize that it was on this specific scarf, but it is on quite a few others. It is often gold or silver and has that slightly stiff feel. Alas, they don't use it as frequently as they on e did. It adds a fun extra dimension, doesn't it?
