I think FSH is really cracking down on who it gives bags to and that you are lucky to have any relationship with any FSH SA at all. The leather SAs, especially, have been more reluctant to give out their contact details. I advise you to try once more with your current SA (texting for an appointment) and if nothing comes of that, just go in and see what happens. Whoever helps you will have access to your purchase history so if it was meant to be, it will.
When you say FSH, do you literally mean FSH or are you using it as in "all Paris stores"?

OP shops FSH so I was specifically speaking of that store but now that you mention it, I’m sure it’s the same for all three “lottery stores”. FSH probably caters the most to tourists out of the three so I would expect they would be locking down the hardest on giving bags without getting a lotto appointment.

Thanks for clarifying! Planning my a Paris trip with H in mind so I wanted to verify!

The SA told me that the quota bags are reserved for those who have an appointment through the lottery but even those who have an appointment wont necessarily have a bag. Then there are those who are lucky who will ask for an appointment cancellation and who will get the hang of it. It's case by case, no rules with Hermès:huh:

Thank you for confirming something I have always suspected.

But your bag wasn’t through the appointment, right?

Something I've seen occasionally that I'm curious about... Why do you think H is offering limited edition bags to first-timers?

Somebody on another platform received a Kelly Picto as their first bag
I personally know someone who received a Birkin 3 en 1 as their first bag (I think I read that this happened to someone else on tPF as well).

Definitely not coming from a place of jealousy since these particular bags are not on my wishlist... but I'm curious why H is offering these to newer clients who are not after these bags (my friend didn't know what a 3 en 1 was so certainly didn't request it), versus long-term clients who might be more interested in something different.
It depends on supply and demand. Some bags might be highly collectible or limited edition but they appeal to a smaller group of buyers. I know someone who gets a lot of limited edition bag offers and the reason is because demand is a lot less for these overall and the SA knows the client is likely to accept the offer. A special edition can be a harder sell depending on the style and needs a specific client.

Any advice on if I’m just pre-spending for nothing? I wanted a Picotin. I started in August and have roughly visited my SA once a month in store. I’ve purchased a cashmere scarf, a pair of mini pop H earrings, a twilly, and pair of loafers. I have spent close to the value of a Pico so I’m a bit confused why I have not been offered one? I feel like I have a good relationship with my SA. I’m in Atlanta, so am I a huge fish? Absolutely not. I was told when I made my first purchase I would absolutely have a Pico by Christmas and here we are.. no Pico.

20K is about 2X. August is not that long a wait, if there are others of longer standing and larger spend whose asks have not been met. I would make sure your SA knows what you want, but als9 be prepared to wait (and shop in the meantime) depending on the location of your boutique.

Have you followed up with your SA on it? There’s a good chance it’s just a supply issue (depending on what you want). For example if you want any pico, you could probably get it within a weeks time. But if you want a specific color combo and the boutique doesn’t order it, it could take forever. Either way best to communicate with your SA in the matter so she can set expectations
