You can walk into the Ginza store and they will show you bags that are available. That is the only store that does not require a prespend in Japan. But you do have to line up before the store open to get first dibs on the bags. When you enter the store, they will give you a number and then head up to the leather goods level. The SAs will show you what bags are available on an iPad. When I went in November, there was nothing good at all. They had the mens canvas bags and that was it. That was the only day I lined up for bags, I felt that I should just enjoy the trip instead of obsessing over bags.

At the Haneda airport, I did ask if there's any bags available, and the SA told me that the only bag they had was the Della Cavalleria. I did not like the leather so I did pass on that.

I was at the Haneda store last week and saw a calvi on display and asked about it. I was told it was for display only and they had none available for sale. They had a few bags on display including a Della and a herbag but I wasn’t looking to get a bag so did not ask if any were available for sale. They did have a decent stock of twillies and I picked up a couple.
 
I would also like to add that if you're buying second hand in Japan, I would reccomend buying from places that are members of AACD.
AACD is a non-profit that has been dedicated to education and eradication of fake brand objects from the market for over 20 years. I won't say that buying from a non-member shop is a immediate red flag, but I'm not naive to think that the Japanese used market also has its fair share of counterfeits, and I would feel much safer in buying from a shop that is certified by the AACD (at the price of what Hermes bags cost). Komehyo and Ginzo, Yochika (which are pretty known used brand shops) are also all members of AACD.

Hi all, does anybody know if the Tokyo stores will offer bags to non locals if they’re willing to pre spend? I’m traveling to Tokyo next month and I’m hoping to get a b25. Willing to do pre spend of 1.5:1 as well. What do you think are my chances?

Other's might have a different opinion, but personally I wouldn't recommend this at all. Tokyo has a completely different system from other markets which operates on a first come first serve basis. In my experience, you can just line up in the morning and then see what bags are available for purchase to non locals. Those bags may or may not include QB. You would have to be really fortunate to have one available, but I don't think spending there will make a bag magically appear at the end of the day. As far as spend over the course of a short holiday goes, all the Hermes stores in Japan are flooded with wealthy clients from other East Asian countries (mainly China) who are more than willing to drop excessive amounts of money in the hopes of getting a QB offer. Whether they do or not, I couldn't say. I did however notice the Ginza store stock is very low for most items (they couldn't show me a baseball cap cuz they were sold out of them all at Ginza Flagship). I also observed (I am relatively conversational in Japanese) that the store definitely prioritizes coveted items for their local JAPANESE clients, so I don't think spend would make enough of a difference for the money.

All this is to say: try for sure! I just don't think spending money will change the metric. Which is great! Maybe you'll get super lucky and find your dream bag during the morning line up!
 
I've just booked my flights to Tokyo for next month! I'm so excited, it's always been on my bucket list. I might try my luck for a bag on one of the days, but that would be a bonus more than anything if so. Would love to get another Mini Lindy or Mini Constance, or in the land of dreams, a K or another B.
