I don't think you can... BUT if the 45 days are up, he's too late to open a PayFoe dispute. If he paid via a bank transfer, well, good luck to him getting his money back. If he paid with a cc, how long he has to file a chargeback depends on his cc company's policy. Even if he does, the cc company isn't PayFoe. I believe you have enough proof to win a dispute with his cc co.--as long as you still don't have the item, BTW, is his fault, too. Based on his correspondence with you, I don't think he would be able to prove he didn't authorize the charges. He can't prove the item was broken or defective because he never had it in his hands. He can't prove he didn't receive it, kuZ there's proof the item arrived and he refused to pick it up. He could try the customs charges BS, but don't cc co.'s know buyers, not sellers, pays the customs charges? Unless your auction stated that you would pay for these charges, I think he doesn't have much of a leg to stand on...
