NO, don't bid on it.

Not only does it have the always-dangerous J8Y- prefix - any mid-1990s prefix starting with J needs to be authenticated - but the date is a little too early for that style number. The stamping of the serial number is EXACTLY the same as a very obvious fake Signature C bag with the same 1998 build date. See the pics of that fake below.

They seem fine. Ideally, I'd like to have seen the size/style stamp from the underside of the tongue but I'm sure they're okay.

I was looking over this navy Court I had bought and noticed a difference in the front panel than my other Court bags. Could this difference be due to the year it was made, or is the navy a fake?

It's a difference in the year of manufacture. The older bags had the panel going straight across. I believe it changed around 2000 - 2001. The navy bag in the listing is authentic.

It looks really dirty too with a big scratch and oil or something. I think it would be too much of a risk for me to buy to rehab because of the shipping costs. I always look for combined shipping opportunities but there's none with that seller and I don't like buying from sellers with fakes.
