I can't read the creed to see the year (you may want to ask for a better creed photo) but it's from the mid-1990s.

There's a possibility that it could be a legitimate buyer looking for a deal. She's bidding on the 99-cent Coach listings only. But it's odd that she's not bidding on any of the many other sellers' items with low starting prices.
Personally, I'd feel uncomfortable enough that I probably wouldn't bid but if the price stays reasonable and you really want the bag, you'd have to make that call yourself.
