I know F after dash stands for products for factory outlet. Are they of inferior quality?

I saw some bags say e.g. M0749-F10926
M = the 13 letter of alphabet, does it go back in a circle means it is January?

I have a few bags from the Factory stores. They do not seem to be of lower quality at all.

- I have the small leather Ashley in Orchid; love it!
- I have the Chelsea black and white diaper bag/tote, small purse, and two cosmetic cases and love those as well! They are PVC and trimmed in leather. I think the PVC containing products would only be in the outlet, but I cannot say that as fact.

No, Coach plants usually skip the letter "i" although once in a great while one used to slip through.

And like everything else, those codes can only be depended on if the bag or item is genuine.

You're correct about M. M is for December. On a few bags, Coach used "I' but it was too easily confused with "1" so they decided to skip I.
