Do you have a better picture of the creed showing the numbers?

Do you think it might have been re-dyed? The edges of the strap attachments aren't white either and neither are the raw edges of the tubular strap.

That bag looks white, the early 1994 catalogs show both White and Bone available for Spring. Could that darker back side of the leather be Bone or even BT that was later re-dyed to White on the outside? The Snaplock is unusual but ok and was still available on the Chrysties until at least August of 1995 according to my notes.

ETA - the year code is definitely a 4. Here's a C4B- creed for comparison, they seem to match right down to the very slightly thicker "v" in "veins":

Genuine Shelburne Flap from 1998

@greyghost18 in case you are interested, I've just finished rehabbing a British Tan Shelburne Flap and it came out great. You can see the before and after pics at the link below, along with a catalog listing for the bag from 1998 that was kindly shared by @whateve. Your navy Shelburne should rehab beautifully, congratulations!

It had to have been dyed. White bags are not that color on the inside.
What I can see of the creed looks okay.
 

Do you think it could’ve been a pre-production bag that didn’t make it into the catalog, it has the outlet bullet? All of the other elements are so right, the stitching is immaculate, the leather is very rich and the correct russet color, the font of the serial number is correct, the top handle, base, and overall shape match the 9016. My heart tells me it’s authentic from a quality/craftsmanship perspective.

That did occur to me. I've seen a bag with similar turnlocks on the sides but I can't remember where.

ETA: However, I think you would have trouble selling it. There is no way to prove it is authentic with those differences.

If you happen to find the previously mentioned bag or if anyone else has more information, I’d be very open to hearing about it!

If I can’t get it authenticated, I’ll probably just end up using it! I understand not being able to have it authenticated here based on those style differences, but the other elements are so accurate I’d have a hard time believing it wasn’t a failed concept before the launch.

I agree, it's a dilemma when you can't definitely authenticate it, but can't really prove it's fake either.
I'm late to this particular discussion but I have a comment directed @colorguardjames.

I haven't see a single other bag with a 9016 creed that isn't a backpack and if a Coach mistake, it's unlikely that there was just one bag made with the error.

You mentioned using it yourself and that's fine as long as you're okay with it. And although whether it's genuine or fake can't be determined, we've seen fakes where the materials and construction are good enough for use and as someone who has handled genuine vintage bags, you are probably correct about the quality.

However as a seller, you shouldn't sell it. By law (and as such, by the policy of all legitimate websites) sellers have to know items are authentic before listing. And if they don't know for sure, they have to find out, as you tried to do by asking here.

That it can't be authenticated here is the least of your problems. If you sell the bag to a buyer who disputes it, either because the serial number doesn't match the style of bag or for some other reason, either the buyer or you could be required to supply a professional documentation either proving, disproving or stating that authenticity can't be determined.

And if that authenticator/company is knowledgeable of Coach, you will like lose the case since no one can positively state that the bag is genuine.

Personally, I wouldn't purchase such a bag since I like to resell my items when I'm done using them and wouldn't be able to sell it. And I wouldn't gift or donate it since that would keep a questionable item in circulation.

I know this isn't what you want to hear but you seem to want to do the right thing and I am pointing out the problems you might encounter.
 
Good Morning! Would you please help me authenticate this (hopefully) diamond in the rough?
I purchased this at Unique in Wheaton, MD. To my untrained eye, it looks good from a number of standpoints - leather quality, stitching, size, but the hang tag is embossed on both sides (when you flip/roll it, it still reads right side up).

H= 11" from bottom seam to top of bag
Strap drop at longest 20.25"
Cinch belt (without magnetic snap buckle piece) 15.75"

@katev - thank you! I am excited to rehab her. I have everything already except Blackrocks and that should arrive today! Your bag is STUNNING -- beautiful work!! This could be a new and probably dangerous/expensive hobby for me. I love restoring things -- love old silver, old copper, and our old house.
