you have to send the bag back in order to get a refund. whenever you buy something and return it, you always have to send it back before getting your money.
send it back with all the tracking/insurance, and after she receives it, if she doesn't refund you, do a chargeback. you don't have to advise your bank of a chargeback in advance. when you want to do it, you just call up and explain the situation..that seller agreed to refund you if you sent back the item, you sent it back and have proof she received it but she didn't refund.
chargeback has nothing to do with your future on paypal, it is through your credit card.
