Versace - Black Patent Leather - Weird white stain (or mildew?)

Had this bag for around 20+ years and been sitting in the closet unused for the last 5 to 8 years. It is patent cow leather. Recently took it out to maintain and noticed these white stains on it that wasn't there 6 months ago.

Wondering if anyone know what type of stain these are and if it can be fixed easily. Any help/advice is appreciated.

It looks a bit like sunscreen smudges. Have you ever used it while wearing sunscreen? Does it wipe off?

To me, it looks like the clear coat is getting cloudy and breaking down. Given the pattern, it looks like it may have come in contact with something (a liquid, a chemical, another surface) which started it. How does it feel? Tacky to the touch? Rough?
