Turning eyeshadow in liner: Finish Line, Activator, water, etc.

So I like the idea of being able to turn my eyeshadow in eye liner. I have experimented with water, and it works, but then it is not waterproof. Laura Mercier's Tightline Activator is $20 & Trish McEvoy's Finishline is $24, both of which seem pricey for what it is.

I did some youtubing but can't figure out how to make my own waterproof version.

I did find something by Jesse's Girl that promises to do the same--the ingredients are almost identical to UD's eye primer--but so far haven't been able to master it.

Does any one have any other ideas? Any other brands I'm not aware of?

I tried the glycerin mixture and it didn't seem to make the shadow waterproof (I tested it on the back of my hand.) However, I was also using crappy eyeshadows. Or perhaps I didn't mix the solution enough and the glycerin sank to the bottom.

I will give it another try.

the glycerine will sink, so you have to shake the solution before using.
