They're not really hard to get, they just want it to seem that way. If you've paid you'll get one, but the timeframe may be short or long.

I paid for a turquoise 25, eta end of August!
He basically sold his entire LV collection. What these posts don’t tell you is the condition of the seller’s piece. Many of the lower priced items are missing the pouch for example. Idk, I think there is a sour aspect here…. 🙃

You are right! It's gone from the website! But interestingly I see the P9 charm locks available to <Add to Bag> on the LV website. So it appears as if anyone can order them? It's in my cart but I'm not checking out, so I can't verify if the order will get rejected (I don't officially have a P9).

Managed to check out the P9 pocket organisers. Only Yuzu and Sencha are available at the moment. The leather is CRAZY SOFT! 
Yes agreed on the softness of the P9 pocket organizers but I don't think they are exactly worth the price of entry at 1.5k SGD... somehow the "P9-ness" isn't very pronounced on something so structured so the things like the lambskin interior feels actually more like a liability for the POs given lambskin is definitely more delicate than calf... I do like the interior organization more than a normal LV PO though...Managed to check out the P9 pocket organisers. Only Yuzu and Sencha are available at the moment. The leather is CRAZY SOFT!

It looks like if you can lock it where the original was, wouldn’t you be able to take the hook and key ring off if you wanted to?
Yes but then essentially the hook and key ring and keys are all not part of the charm anymore, which means the cost was inflated unnecessarily.
