Managers do have to approve sales of quota bags, but generally an SA would ask the manager before offering to you to avoid situations like. Sorry this happened to you.

Usually SAs offer a client a bag once it’s already been approved by the SM but some SAs/stores like to only submit your name for a bag once they know for sure that you’ll take it if you are formally offered. We call these “soft offers” or inquiries. Usually the SA will say something like “ok great! I’ll submit you’re name for it but no guarantees” to temper your expectations. Sorry that she wasn’t more clear

Thank you for the clarification. It was a tad disappointing bc I thought I had already been approved and was confused afterwards but it’s ok. I’m glad my SA even had me in mind for the bag!
