Here's a better explanation-- the "First Line" consists of the musicians hired for the event (usually a brass band). Then the Second Line is all the ones that just follow the first and join in the fun-- sometimes playing their own instruments but most often just stomping and dancing (and drinking, of course!). Now everyone wants one at their celebration! Someone will yell "Second Line" and the whole room gets up to dance. For on-the-street Second Lines a permit is required-- like a small parade.
