Returns Exchanges from Dept. store to Stand alone?

Hi! Apologies if this has been answered elsewhere, but I searched and I can't find exactly what I am looking for or info may be out of date.

I recall reading way back that to do this you can only exchange and the amount of new item(s)has to be above the price of what you are exchanging.

Does anyone know if this correct or have any f=differing info or recent experience?
