I purchased a book online. However the seller failed to deliver it after 1 month and I filed a paypal claim. The seller's ebay ID says he is no longer a registered user..will this have any negative effect on my claim?
The seller also provided a tracking number. Upon checking with USPS the website says that the item was electronically labelled, but not handed in to the post office. Does paypal decide in the seller's favor if the seller just gives them a tracking number?
