if importing or exporting exotic skins (and other items I'll mention shortly) they should always be accompanied by a CITES license. If a re-seller doesn't have one with the bag thats not a problem. In the UK for example, the CITES documents used to have open ended dates so you could get one as soon as you had an item in stock. nowadays, they expire, so not everyone has them with an item (it takes about 2 weeks to apply for one and the cost is approx £15). this is true for me as I sell antiques (which can sit on a shelf for a long time) and the CITES covers not only crocodile, but also tortoiseshell, coral, rhinocerous, rare woods and many other things besides.
 
by the way, i should point out that a cities license is required should an item be exported outside the eu from within and vice versa.ie, if the bag was bought in the EU then it can freely travel without a cities license within the EU.if you export it to the usa it needs a license.
