Hi... Do I need to go through Customs first to get the tax refund form signed? Then, go to the Global Blue Counter to get the cash refund? Sorry it's my first time as well so I'm not familiar with the process.

Yes, you go thru customs first. The counters to get it signed and the global blue counters are usually right by each other.
