not sure if it permanent marker..but its definately not ball point......just looks like a black straight line kind of on the thickish side

Ink is my nemesis lol. You can try rubbing alcohol, but then you run the risk of removing some dye. If it's not in an obvious place, I would just leave it be. Maybe someone else can chime in as I would also be curious about the ink.
Try dabbing with a q-tip in alcohol, being careful not to get the alcohol anywhere else. If anything it may lighten it.
