I'm wondering if the different offers are based on location? My SA texted last night to let me know she could start ringing and that she had an extra 20% coupon. Her store (FL) offers weren't tired and neither was the offer my mom (NY) received.
Interesting. If I don't get anything in the mail today or tomorrow, I'll contact my SA & ask.

So interesting. I got my first-ever PCE invite today and the offer is tiered, as noted above. My SA told me that he can't ring in today, though -- he can hold stuff, but not actually ring them in until Friday.
It must be a regional thing or the invite I received is different from PCE that is starting. The date on mine is starting Thursday 3.4. Her exact words Sunday were that she can apply the discount starting today. Her store was also doing $50 off $350 no exclusions a couple weeks ago so maybe it's just to drum up sales?
My SA said 25% off $400 or more. She was able to ring my order up Sunday by sending me a link.
I should ask my SA if this offer is available where I am. Just because he reached out about the tiered doesn't mean it's the only offer...?
But I like your theory about different regions having different offers, and I wonder if they are testing out new options to beta test impact on moving merchandise. $50 off $350 but with no exclusions -- if it's truly no exclusions, that would include the Buy It Now items and the collections they're safeguarding from the tiered sale.
That particular offer was only good until the 15th. I don't remember when the new items came out. The mall her store is in does occasional offers too so it may have had something to do with that...or (and I'm joking now) maybe she saw how much I spent on FOS and wanted to get a chunk too LMAO.
No postcard for me as if today. Nothing I'm interested in is at risk of selling out so I may wait & see if a sale of any sort is available online come week's end.
If it's online to everyone, you should not need one. Likely a promo code. We'll see. I'm going into my local store today to simply check out a couple new styles. Will share if they mention anything.
